The 14th session of the 15th Kerala Assembly which begins on Monday (September 15, 2025) will be dedicated to law-making, Speaker A.N. Shamseer said here on Sunday (September 14).
Nine days out of the 12-day session have been set aside for legislative business, Mr. Shamseer said.
On Monday, the House will adjourn after paying homage to former Chief Minister V.S. Achuthanandan, former Speaker P.P. Thankachan and Peermade MLA Vazhoor Soman who passed away this year.
Major bills that are up for consideration include the Kerala General Sales Tax (Amendment) Bill, 2024; the Kerala Societies Registration Bill, 2025; the Kerala Guruvayur Devaswom (Amendment) Bill, 2025, and the Kerala Coir Workers Welfare Cess (Amendment) Bill, 2025.
In addition to these, the Kerala Public Records Bill, 2023, introduced in the House in July 2024 and referred to the Select Committee, and the Public Services Commission amendment Bill on responsibilities pertaining to services under universities, which replaces an ordinance, also will be taken up in the current session.
Mr. Shamseer pointed to the possibility of several more bills being taken up for consideration, subject to the decision of the Business Advisory Committee of the House.
Though short, the 14th session will be held in three small phases; from September 15 to September 19, September 29 and September 30, and from October 6 to October 10.
The Supplementary Demands for Grants in the 2025-26 Budget will be discussed and voted upon on October 6. The Appropriation Bill with respect to the Supplementary Demands for Grants will be considered on October 7.
Book fest from January 7
The fourth edition of the Kerala Legislature International Book Festival (KLIBF) will be held at the the Kerala Assembly grounds from January 7 to January 13, 2026. Mr. Shamseer said on Sunday that the preparations have begun for the book festival. The third edition of the event had featured 166 publishers and nearly 266 stalls. Talks, debates, meet-the-author events and book launches also were held as part of the event.
